Regulation of unlicensed constructions in two phases (2)

The regulation of breaches and violations with the legalization of unlicensed constructions will continue in two phases and under two legislations. The first phase will concern cases until 1990 (to be approved on Thursday), while the second will deal with cases from 1990 to date (to be approved after Parliament’s holidays).

Chairman of the House Interior Committee, Andros Kyprianou said that the regulation of the cases until 1990 falls within the Road and Construction Law, while the second within the City Planning Law.

Mr. Kyprianou said that the Parliament seeks for the regulation of those cases where citizens bought either a flat or a house by developers but they never had property deeds as the latter had proceeded to breaches and violations. “Through a specific legal procedure, our aim is to grant those buyers a final certificate. Despite our efforts to complete discussions, this proved to be unfeasible due to the limited time that the Committee has on its disposal. Discussions, therefore, will be completed in two phases”, he said.

Responding on the relevant question, Mr. Kyprianou said that he is unaware of the sums that the State Fund will absorb, stressing that the Parliament’s main aim is to solve a social problem.

On the other hand, MP Demetris Syllouris said that the problem has a social character, since it affects a number of citizens that have remained exposed.
